We are of opinion the within agreement for the location of John Franklin a Refugee Black therein named is sufficient to justify His Excellency the Administrator of the Government to cause to be [word?] to the said Negro six months provisions in the first instance and to continue to [word?] Him quarterly the allowance authorized by Government so long as He remains in occupation of the Land herein asign'd Him by Captain Bazalgette
