It having been represented to the late Lieutenant Governor of this Province, by the Right Honorable Henry Dundas, one of His Majesty's Principal Secretary of State that Lieutenant Clarkson of the Royal Navy is appointed to conduct such free Black People residing here as are willing to go and settle at Sierre Leone
And he having represented to me that the number of vessels which will be under his convoy will amount to [eight crossed out] sixteen, which will require frequent signals, especially during the night, as well as at other times and for other services which may arise during the voyage.
And that four carriage guns, either three or four pounders with as much gun powder and ball as will amount to fifty rounds a gun with a proportion of musquets together with
