I have the honor to report to you for the information of His Excellency, Sir James Kempt, that I have visited the several settlements where the Refugee Negroes are located and made known to them all the kind offer of His Excellency to remove them onboard a Transport sent from England for that purpose to join their friends lately sent to the Island of Trinidad, and have pointed out to them in a most particular manner the great advantages that would result to them from such a change, but I am sorry to state that they still appear to be possessed with the idea that Government wishes to dispose of them there and they are generally speaking not even thankful
