17) Richard Bulkeley Esqr President of His Majesty's Council and Commander in Chief of the Province of Nova Scotia Etc Etc Etc
To John Clarkson Esqr. Lieutenant in His Majesty's Royal Navy
Whereas His Majesty has been pleas'd to Signify His Royal Pleasure, that such of the Black People now residing here, as are desirous of going from hence to become Inhabitants of Sierra Leone, shall be Provided with Shipping, and all things necessary to transport them there:
And, Whereas for the end Propos'd, & in Order that the said Transports may be kept together on their Voyage to Sierra Leona, and may with the more Security and Safety Arrive at their Destin'd Port; and, for the Preservation of the Health of the Passengers from any Distemper which may Arise from Various Causes; It is necessary, that some fit & proper Person should be appointed to Conduct Govern & Convoy the several Transports on their Voyage. And to give such Orders & make such Rules and Regulations during the said Voyage as shall be requisite (con't)
