Halifax 5th Octo. 1814
Sir,
Finding that some of the Negroe famillies that were lately brought from Virginia are in the greatest misery and destitute of clothing, food and shelter. I consider it my duty to acquaint Your Excellency that Lord Bathurst informed me that orders would be sent here, also to Trinidad, to furnish the Refugees from the United States with the [necessaries?] they might require, until they could provide for themselves; which I conclude comprised food, clothing and a place to shelter them from the weather, also that they were to be admitted as settlers in the Colonies; in consequence of this assurance
