Through the efforts of Joseph Howe and The Nova Scotia Horticultural Society, 5.5 acres of Commons land was set aside in 1841 to develop a garden that showcased horticultural practices of the day.
In 1867, adjacent land was developed and the Victorian style manicured gardens with over 140 different types of tress were officially open to the public for free. Activities such as a skating rink and croquet also were available. It was hoped that the gardens would decrease drunkenness and improve the manners of the working classes.
